Public Library Construction 

The Massachusetts Board of Library Commissioners assists communities in developing their public libraries through the renovation and expansion of existing buildings or the construction of new facilities. Since 1990, the Massachusetts Public Library Construction Program (MPLCP) has awarded grants to more than 200 cities and towns throughout the Commonwealth for construction of new library buildings, addition/renovations, special projects and the preliminary planning activities essential to building projects.

More information about the MPLCP may be found in the in the Program Fact Sheet and the Regulations 605 CMR 6.00 governing the program. Two types of grants, one for planning and design and one for construction and renovation/expansion projects are available to eligible municipalities. A searchable database giving information about these projects (including pictures) is updated periodically.

Because Massachusetts has a statewide record of achievement in library construction, communities planning library improvements are urged to visit recently completed projects. Board publications like the Classified List of Recent Projects to Visit and Directory of Library Projects and their Architects, 1995-2003 are available to help guide these visits.

Support is also provided through planning guides and workbooks, architecture and design resources, regulations and procurement guidance .

Two library building consultants are available to meet with, and advise library staff, trustees, building committees, town officials and community residents. There is also a construction e-mail distribution list for Massachusetts public library directors to discuss library construction and renovation issues.
