State Aid to Public Libraries & ARIS
The Massachusetts Board of Library Commissioners administers the State Aid to Public Libraries Program. Three grants, each based on a different disbursement formula, are awarded to municipalities whose public libraries meet statutory (MGL c.78, ss.19A and 19B) and regulatory requirements (605 CMR 4.00). Compliance with the minimum standards of free public library service are measured on the State Aid application forms that are submitted annually by public library directors. The State Aid to Public Libraries Program encourages libraries to meet certain minimum requirements and develop improved services, while assisting those municipalities with less revenue raising capability and those who lend materials to the residents of other communities.
The Annual Report Information Survey (ARIS) is required of each Massachusetts public library as part of the annual application for State Aid to Public Libraries. The statistics from this survey are compiled and reported back to the library community.
The MAR Calculation Tool Spreadsheet was developed to help library directors project their municipal appropriation requirements. To use this tool, simply follow this MAR Tool link [Excel]. The State Aid Review Committee began work in September 2006.
Important dates to remember:
| Mid-June 2008 | Annual Report Information Survey (ARIS) packet is sent to libraries. |
| August 29, 2008 | Annual Report Information Survey (ARIS) is due. |
| Mid-August 2008 | State Aid to Public Libraries packet is sent to libraries. |
| October 17, 2008 | State Aid to Public Libraries forms are due. |
| November 6, 2008 | First group of municipalities meeting requirements are presented to the Board. |
| December 4, 2008 | Second group of municipalities meeting requirements are presented to the Board. |
| January 8, 2009 | FY2009 MAR waiver applicants are presented to the Board. |
| February 5, 2009 | The Board acts on FY2009 MAR waiver petitions. |
